This position also directs the HR Division, which encompasses the offices of Talent Acquisition, Compensation & Benefits, HR Systems, Employee & Labor Relations, HR Policy & Compliance, and Project Management and Business Process Improvement. As Division Director, the position leads a talented 95-person team, including Business Partners dedicated to the Lab’s 22 Science and 7 Operations Divisions, specialized Centers of Expertise, and Shared Services group.
The Chief Human Resources Officer develops and implements long-term strategic plans to ensure strong pipelines for future hiring needs. They oversee critical tactical and operational HR activities, and innovate and modernize processes where appropriate. This position ensures compliance with all HR-related federal and state laws and regulations, adhering to applicable University of California (UC) policies and DOE contractual requirements. They will also be an integral part of the Lab’s ongoing focus to enhance both recruitment and the employee experience. This effort is a collaboration with other key offices across the Lab, including: Learning and Culture; Inclusion, Diversity, Equity and Accountability (IDEA); Strategic Communications, and Career Pathways.

Key Responsibilities:
• Provide vision, leadership, creativity, and strategic direction that ensures Berkeley Lab’s human resources strategy and long-term workforce supports its scientific mission now and in the future.
• Partner with senior leadership on laboratory-wide people stewardship initiatives. Develop and execute HR strategic plan that aligns with the Laboratory’s mission, values, and business objectives.
• Manage HR Division resources, including the administration of 95 employees and an annual budget of $18 million, to ensure maximum effectiveness and quality of service delivered. Cultivate an inclusive culture that emphasizes collaboration, continuous improvement, and commitment to excellence and accountability.
• Provide oversight for all people development processes, including succession planning, talent acquisition, performance management, and reporting and analytics on people-related metrics and trends.
• Develop and implement effective and strategic employee programs designed to enhance employee capabilities, engagement and motivation.
• Provide strategic oversight, direction, development and optimization of HR business processes and information technology systems. Innovate and modernize as appropriate to meet current and anticipated business requirements.
• Develop and maintain positive, collaborative relationships with key stakeholders, including UC Office of the President, DOE, and internal Berkeley Lab partners and customers, through constructive communication, integrity, and transparency.
• Play a key role in the development of the Laboratory’s HR Capital Strategic Plan; work closely with HR liaisons at the UC Office of the President, DOE Berkeley Site Office, and DOE, ensuring support for the plan’s strategic and operational direction.
• Accountable for Laboratory HR management policies that ensure effective management and administration in compliance with all relevant federal and contractual requirements. Work closely with HR leaders at the other National Laboratories and in the UC system to inform the development of HR-related policies and processes.
• Foster high ethical standards in meeting the organization’s mission, vision, and goals.
Required Qualifications:
• A minimum of 15 years of progressively responsible HR experience and a bachelor's degree or an equivalent combination of education and relevant experience.
• Proven experience in leading and managing the design and implementation of an HR Strategic Plan with modern HR practices aligned with the organization’s mission and unique needs.
• Broad business process transformation experience, including previous success at leading change, driving execution and adoption of strategic programs and innovative business processes across large teams in complex organizations.
• Demonstrated success as a strategic member of a senior executive team, including providing effective advice and counsel to senior leaders managing their organizations and human capital strategies.
• Experienced in leading a highly effective, engaged, innovative, and productive HR organization of comparable complexity and scope that translates to a scientific/discovery research organization.
• Track record of upgrading organizational capability through the development of a strong recruitment function and highly effective workforce.
• Demonstrated success working in a complex labor environment.
• Track record implementing process improvements in the HR function to provide efficient, accurate, and trending performance data and analyses to line management to support their decision processes.

Position overview Position title: Lecturer Salary range: The starting, full-time equivalent annual salary rate is currently $130,851. Appointments are typically from one to three sections per term for up to three terms per year, resulting in the total compensation of approximately $7,415 per section at 17% FTE over each academic term, as of Spring 2024. This salary rate will increase in subsequent terms in accordance with the terms of the labor contract. Position description
The School of Information at the University of California, Berkeley seeks applications for a pool of part-time, non-tenure track lecturers to teach online courses in Data Science. We are seeking outstanding instructors who can teach small sections in our web-based Master's in Information and Data Science program. Screening of applicants is ongoing and will continue as needed. The number of positions varies from semester to semester, depending on the needs of the School.
Due to budget restrictions, no funding is available for visa or relocation expenses. Applicants must be located in the United States to be eligible for this position.
About The I School
The UC Berkeley School of Information (I School) advances knowledge and practice everywhere humans interact with digital technologies. Through interdisciplinary research and teaching, we are committed to expanding access to information and to improving its usability, reliability, and credibility while preserving security and privacy. This requires the insights of scholars from diverse fields, such as information and computer science, design, social sciences, management, law, and policy. The I School educates professionals and scholars to understand the problems and possibilities of information, to develop models of information practice, and to design useful and usable information applications, services, and solutions.
The I School offers three professional master's degrees and an academic doctoral degree. Candidates selected for our Data Science Lecturer position typically teach classes that primarily enroll graduate students in our online MIDS program, which trains data scientists to use the latest tools and analytical methods to work with data at scale, derive insights from complex and unstructured data, and solve real-world problems. Successful instructors in our program are dynamic, enthusiastic information scholars and professionals who encourage both real-world applications and deeper theoretical discussions of contemporary and historical issues in information and data science.
Responsibilities
Teaching responsibilities include planning and leading online classes that focus on active learning: discussions, group activities, examples, and walkthroughs relevant to concepts covered in existing asynchronous materials associated with the course.
In addition to teaching responsibilities, general duties include: hold office hours, assign grades, advise students on online course tools, prepare course materials (e.g., syllabus, assessment materials), provide clear and prompt feedback on student work, and maintain the course website. Lecturers are also expected to attend bi-weekly course team meetings with other instructors of the course, and are encouraged to attend monthly faculty meetings.

Position description
The School of Information at the University of California, Berkeley seeks applications for a pool of part-time, non-tenure track lecturers to teach online courses in Data Science. We are seeking outstanding instructors who can teach small sections in our web-based Master's in Information and Data Science program. Screening of applicants is ongoing and will continue as needed. The number of positions varies from semester to semester, depending on the needs of the School.
Due to budget restrictions, no funding is available for visa or relocation expenses. Applicants must be located in the United States to be eligible for this position.

The I School offers three professional master's degrees and an academic doctoral degree. Candidates selected for our Data Science Lecturer position typically teach classes that primarily enroll graduate students in our online MIDS program, which trains data scientists to use the latest tools and analytical methods to work with data at scale, derive insights from complex and unstructured data, and solve real-world problems. Successful instructors in our program are dynamic, enthusiastic information scholars and professionals who encourage both real-world applications and deeper theoretical discussions of contemporary and historical issues in information and data science.
Responsibilities
Teaching responsibilities include planning and leading online classes that focus on active learning: discussions, group activities, examples, and walkthroughs relevant to concepts covered in existing asynchronous materials associated with the course.
In addition to teaching responsibilities, general duties include: hold office hours, assign grades, advise students on online course tools, prepare course materials (e.g., syllabus, assessment materials), provide clear and prompt feedback on student work, and maintain the course website. Lecturers are also expected to attend bi-weekly course team meetings with other instructors of the course, and are encouraged to attend monthly faculty meetings.

JOB SUMMARY
The Executive Director oversees the operations of QB3 programs within the Baskin School of Engineering at UCSC and has a key role in formulating and implementing short- and long-term plans for QB3 programs and events. As liaison for the UC-wide QB3, the Executive Director manages ongoing relationships with faculty and researchers at UCSC, the two other QB3 UC campuses, and its external partners. APPOINTMENT INFORMATION
Budgeted Salary: $114,250 - $135,300/year. Salary commensurate with skills, qualifications and experience. 40% - Fiscal Management
• Assists the mailto:QB3@UCSC Scientific Director in budget planning and implementation; communicating fiscal and budgetary issues to the Scientific Director and Baskin Engineering leadership; determining financial impacts on the program using knowledge of university administrative organization, policies, procedures, and practices; resolving problems and determining the optimal usage of funds. • In collaboration with the Scientific Director, the Executive Director develops administrative policies and procedures to meet the evolving fiscal requirements. • Responsible for budgetary monitoring for all QB3 awards. This includes: monthly, quarterly and annual financial reports and grant activity summaries; anticipating potential funding shortfalls and surpluses; and maximizing the use of funds through appropriate reallocation. • In coordination with the BE finance and research administration offices and the UCSC Office of Sponsored Projects (OSP), the Executive Director determines the need and takes action for implementing budget revisions and No Cost Time Extensions; manages award spending to alleviate/minimize the need for costs transfers; and coordinates year-end budget closeout. • Interacts with OSP, outside agencies, faculty and collaborating researchers to coordinate and/or facilitate the submission of grant proposals and reports, including budget preparation, text editing, and data/information entry. • Oversees general office business transactions; has signature authority for purchase orders, campus recharges, and travel/direct payment reimbursements; coordinates QB3 academic and staff appointments.
40% - Program Management and Administration
• In collaboration with the QB3 Scientific Director at UCSC, the Executive Director evaluates QB3 programs at UCSC and determines short- and long-range goals and objectives in accordance with QB3 academic and research plans. • Implements program modifications as determined by the QB3 Director, updates QB3 policies at UCSC and mission statements to reflect program changes at UCSC. • Develops alternatives and innovative solutions for a full range of problems and keeps the Scientific Director informed of the status, issues, and possible recruitment needs of QB3 programs and events. • Responsible for maintaining equipment inventory records, ordering parts and service for maintenance and repair of the QB3 computing infrastructure.
20% - Program Outreach
• In close collaboration with the QB3 Scientific Director, identify conducts outreach to potential corporate sponsors and partners. • Schedules and participates in regular UC-wide QB3 meetings with the Scientific Director and corporate members; develops and distributes agendas with background documents (as needed); records and distributes minutes; tracks and follows-up on action items.
REQUIRED QUALIFICATIONS
• Advanced Degree in related area and / or equivalent experience and / or training. • Academic background and experience in Biology or related field. • Advanced knowledge of administrative, budgetary, human resources and financial principles and practices. • Advanced oral communication skills. • Advanced written communication skills. • Advanced ability to think creatively and independently on concepts requiring advanced analytical skills. • Advanced interpersonal skills and ability to work with diverse groups to achieve results. • Advanced ability to work collaboratively with internal and external peers and managers. • Advanced ability to handle difficult situations in a discreet and professional manner. • Skilled fundraising experience.
