The Position

ABOUT THE BUREAU:The Budget and Finance Service Area provides centralized financial services, revenue collection, business regulation, financial reporting, and compliance to all City bureaus. The bureau includes six divisions including Accounting, Debt Management, Grants Management, Revenue, Risk, and Treasury. The Accounting division within this bureau provides quality support to help customers achieve their goals and meet the City's fiduciary responsibilities. As stewards of public funds this bureau and division have been key in maintaining the City of Portland's triple-A bond rating. This Aaa bond rating allows the City of Portland to attain the most advantageous borrowing costs available, ensuring that we can continue to invest in the community and infrastructure to make Portland a vibrant city. THE CITY'S TRANSITION PLAN:City of Portland voters approved a new form of government and organizational structure in November 2022 with an effective date of January 1, 2025. City leaders are currently heavily engaged in the transition to the new form of government. Position Summary:
The Equity and Inclusion Manager for the City of Portland Vibrant Communities Service Area, including Portland Parks & Recreation (PP&R), Portland Children's Levy, and Office of Arts & Culture is a vital member of the bureau's executive leadership team, currently reporting directly to the PP&R Director and will transition to reporting to the Chief of Staff for the Vibrant Communities Deputy City Administrator in June. This involves coordinating various internal and external committees and workgroups, such as PP&R's Diversity and Equity Committee, City affinity groups, and supporting the development and implementation of strategic plans and policies. Position Summary:

City Auditor’s Office Job Announcement (External)
Elections and Special Programs Manager (Auditor - Supervisor II)

The Position
The City Auditor’s Office is seeking an Elections and Special Programs Manager who will primarily oversee the Elections Office and lead or collaborate on other special projects office wide. The Manager will use strong project management skills to manage the current elections, campaign finance, and lobbying functions of the Elections Office while planning for the expansion of the Elections Office from City charter reforms approved by voters in 2022. These include changing how Portlanders vote (by district through ranked-choice voting) and introducing a new set of responsibilities for the Auditor’s Office to administer periodic voter education beginning in 2025. While elections will be the key focal point of this Manager’s portfolio, no prior experience in elections is required as the staff this position oversees will serve as the Elections Officer and content experts. Instead, we are looking for a seasoned project manager and supervisor, who also has experience working with policies and/or legal regulations. Additionally, it is preferred that the incumbent has experience conducting investigations.
The Elections and Special Programs Manager will report to the Chief Deputy Auditor and supervise the Elections Officer and Elections Coordinator. It is anticipated that over the next two fiscal years, the number of direct reports will increase as the team takes on new responsibilities. In partnership with Chief Deputy Auditor and Elections Office staff, this position will help determine the extent of the Elections team’s expansion and serve as a critical lead in advocating for resources, building the positions, and supporting onboarding of the newly hired team.

The Position
The City Auditor’s Office is seeking an Elections and Special Programs Manager who will primarily oversee the Elections Office and lead or collaborate on other special projects office wide. The Manager will use strong project management skills to manage the current elections, campaign finance, and lobbying functions of the Elections Office while planning for the expansion of the Elections Office from City charter reforms approved by voters in 2022. These include changing how Portlanders vote (by district through ranked-choice voting) and introducing a new set of responsibilities for the Auditor’s Office to administer periodic voter education beginning in 2025. This position will work with the Senior Administrative Services Manager and Department Finance Workgroup to produce high level, visible financial reports, forecasting and analysis on behalf of the executive management team as well as review and document current department wide processes to ensure efficiencies. TYPICAL TASKS Develops annual budget, monitors department revenues and expenditures; develops, prepares, and presents comprehensive financial analysis and forecasting of a department's expenditures and revenues; analyzes and prepares long-range projections for various department/sections operating funds and revenues; coordinates fiscal operations and systems with County Finance; assists in the development and implementation of a department's financial policies and procedures; experience with accounts payable and receivable; reviews division operations for compliance with statutes, rules, and regulations Analyzes and evaluates department's capital improvement projects; conducts comprehensive fiscal analysis and reports on the impact of proposed federal and state regulations; serves as a department project leader in financial projects of major significance for financial and management studies such as performance based budget studies, strategic funding plans, and management performance studies which measure operational and financial performance against benchmarks; and works directly with and serves as the department liaison to County Finance. As delegated by Department Executive Leadership, plans, identifies, researches, and conducts comprehensive studies & operational improvement projects to address challenging issue surrounding centralization of business service functions within the Department. Leads projects to identify areas of opportunity for efficiencies and works to identify solutions to improve processes throughout the Department. Develops, designs, and oversees processes and methods for systematic organizational improvement; analyzes data, evaluates findings and recommends policy and operational changes; identifies potential difficulties, barriers or gaps in training; provides support to department management in the development and implementation of quality improvement methods; oversees and coordinates completion of project tasks to meet deadlines. Reviews Grants for compliance with program reporting requirements and regulations, with awareness of financial reporting requirements, and advises management; serves as liaison with granting agency and internal County staff. Develops presentations materials for Department Director, Deputy Director, and Administrative Services Manager Senior, managers, supervisors, and other boards and committees regarding financial, contractual, grants, systems, and operational issues and opportunities. REQUIRED KNOWLEDGE AND SKILLS Strong verbal and written communication skills, including ability to communicate complex issues to individuals with various levels of knowledge and understanding of the issue Ability to work independently as well as collaboratively with internal and external team members Ability to handle a wide range of situations and circumstances effectively, positively and professionally Ability to establish priorities, organize tasks and projects and work independently WORK SCHEDULE This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
