  • Supports enterprise services including DevOps support, middleware, security solutions, virtual workstations, and other processes to provide an effective environment for development operations and establishes and enforces procedures and standards for developer tools and environment; researches and evaluates COTS products to be used for application development operations and ensures application development environments and supporting tools are monitored, patched, and available within hours of operation.
  • Designs or conducts analytical studies and other research by leading the collection, analysis, and evaluation of information used to prepare feasibility studies for changes to the development operations environments; preparing studies, analyses, task orders, and request for proposals; developing cost/benefit analyses to support the alternatives for solving information problems; and making recommendations to the Section Chief based on analysis of alternatives.
  • Manage projects varying in scope and size, with continual monitoring, review of project development objectives and schedules, team coordination, and task assignments. Develops project plans, mitigates risks, and validates project expenses and invoices (e.g., actual cost against budgeted expense) and prepares the business case to justify/request project budget; develops and manages project documentation requirements or procedures.
  • Communicates information to project stakeholders and gives presentations or briefings on all aspects of projects and provides technical guidance and training for other staff in the efficient use of developer tools, platforms, and enterprise services as necessary.  Provides input to the supervisor on the performance of the other technical staff.

Performs technical monitoring activities including leading review and evaluation of contractor proposals, ensuring the skills required for efficient and effective operations are provided by the contractor, monitoring contractor performance and efficient use of resources, reviewing and/or approving deliverables and invoices from the contractor, and closing out task order upon completion and develops contractual documentation (e.g., Statements of Work, Requests for Proposals, task orders) for acquisition of IT systems, equipment, and services and develops modifications to the task order as needed.
