Overview: The Grants, Compliance, and Claims Management Unit with Valley Water is the centralized unit for seeking and managing grants brought in to help fund Valley Water projects. The pre-award side of work within the unit will be administered by this Senior Management Analyst, with support from a Management Analyst II, and oversight by the Grants Unit Manager.
Senior Management Analyst (SMA): Core components of the Senior Management Analysts work will include researching grant opportunities and writing grant applications; high levels of collaboration with project teams, grants liaisons in watersheds and water utility divisions, procurement, legal, government relations, capital improvement program, and communications; and tracking/reporting. The position will tie efforts into the two grant roadmaps (i.e. strategic funding plans), assist in preparing updates to the Board and staff via all employee communications, and aid in early compliance reviews (pre-agreement) to ensure Valley Water can meet grant terms and conditions. As a Senior, the position will help implement new grants management software on the pre-award side in coordination with the unit's compliance and claims staff, assist in updating standard operating procedures, and work with the Unit Manager to clearly define rationale for which grants to pursue.
Management Analyst II: Core components of the Management Analyst II's work will include assisting the SMA in researching grant opportunities and writing grant applications, coordinating with project teams, tracking and reporting grant-related information, assisting with compliance tracking for federal and state grant terms and conditions, and assisting with grant communications such as the bi-monthly Grants One Pager update for the Board of Directors and the Grants Action Team monthly meeting.

Grants, Compliance, and Claims Management Unit (Position Code 1110 & 68)Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

Under direction, performs skilled heating, ventilation, and air conditioning (HVAC) systems work, including maintenance, repair, installation, alteration, and construction of District buildings HVAC systems and equipment; inspects, maintains, and adjusts HVAC equipment; performs preventive maintenance on HVAC systems; repairs, rebuilds, and replaces defective parts in HVAC units; responds to work orders and HVAC emergencies; provides recommendations on the design and installation of HVAC systems for new construction and existing facilities; maintains inventory of HVAC supplies, equipment, and tools, and performs other duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following duties and responsibilities are typical of those performed in this classification.
• Performs skilled HVAC systems work, including maintenance, repair, installation, alteration, and construction of District buildings HVAC systems, and equipment, contacts vendors as needed.
• Inspects, maintains, and adjusts HVAC equipment including boilers, chillers, heat pumps, cooling towers, and air handlers in accordance with manufacturer guidelines and energy efficiency standards; schedules cleanings and water treatment with contractors.
• Performs preventive maintenance on HVAC systems; performs regular inspections of all plant systems, lubricates motors, monitors fluid and gas levels, cleans and adjusts pilots, replaces filters, and checks and replaces belts and pulleys as necessary.
• Responds to work orders and HVAC emergencies; inspects systems to diagnose problems, troubleshoots and performs repairs. Prioritizes jobs and determines project timelines.
• Repairs, rebuilds, and replaces defective parts in HVAC units, equipment, and controls; installs pipes and tubing for HVAC systems; replaces and reroutes duct work and maintains fans and louvres to ensure proper air balancing.
• Monitors operating parameters of boilers to identify trends; notifies the gas company of discrepancies in functionality to facilitate repairs.
• Monitors the Energy Management System (EMS), reviews alerts, and adjusts settings to optimize efficiency and occupant comfort; contacts vendors to repair controls and repairs hardware as needed.
• Provides recommendations on the design and installation of HVAC systems for new construction and existing facilities; sketches layouts based on blueprints, plans, and specifications.
• Maintains inventory of (HVAC) systems supplies, equipment, and tools; estimates labor, materials, and equipment needed for assigned work; submits requisitions for orders.
• Prepares reports and maintains records of work performed and materials used.

Minimum Qualifications
MINIMUM QUALIFICATIONS:

Four (4) years of skilled work in the heating, ventilation, and air conditioning (HVAC) systems trade.

Additional Information
Salary The HVAC Technician classification salary range is currently range 41. Starting salary is from $6,444.53 to $7,105.03 per month depending upon education and experience. Internal applicants may be initially placed at a higher starting salary as outlined in the CSEA Collective Bargaining Agreement.

Provide financial oversight of operations, including preparation of the divisional annual operating budget in collaboration with the Chief Financial Officer (CFO).

Oversee operational cash flow and forecasting for Newfields’ seasonal events and operations.

Work collaboratively with Executive Leaders on annual and long-term fundraising for institutional efforts.
Facility Management
Maintain a Facilities Management Policy and implement a preventative maintenance program.
Direct internal and external construction services, project management, and renovations to campus as well as capital projects.
Partner with the ELT on the development of annual and long-range capital planning and improvements for the entire campus, including remediation of deferred maintenance.
Work collaboratively with ELT to implement a five-year strategic plan for the museum buildings and campus enhancements.
Work closely with ELT on exhibitions as well as the Festival & Events team on campus initiatives to support the mission and goals of Newfields.
Act as Newfields risk manager in relation to its enterprise risk management program. Partner with the CFO to implement processes and changes.
Operations
Cultivate a visitor-centered operational plan to support the annual earned revenue goals and build financial resilience for ongoing programs and operations.
Serve as the responsible staff member for internal and external festivals and events.
Assess staffing and resource needs to ensure Newfields is an efficient operation and outline its commitment to diversity, equity, inclusion, and access.
Build and maintain trusting and cross-cultural relationships with key customers, clients, partners, and stakeholders in the community.
Direct a budget-appropriate security deployment plan that provides service to guests and protection of assets.
Oversee all safety and security programs, ensuring compliance with local, state, industry, and federal regulations.
Will manage Certified Cargo Screening Program at Newfields through Transportation Security Administration.

5% - Emergency Operations
• Participates in fire investigations. • Conducts post audits on campus fire and panic events and identifies prevention opportunities. • Participates in the EOC; responds to campus disasters, hazardous material release, and threatened release; and serves in an appropriate role based upon expertise and where appropriate. • Develops program readiness for emergency response. • Maintains equipment and supplies for response activities. • Assists with the revision and development of various emergency management documents.
5% - Other Duties as Assigned
• Ensures accountability and stewardship of department resources (operational, financial, and human) in compliance with University policies, and staff personnel policies. • Participates in major/minor event planning and provides event oversight regarding fire and life safety. • Oversees unit customer services. • Troubleshoots operational issues that arise and serves as a liaison for local agency and emergency response activities. • Drives a university vehicle to perform job duties.
REQUIRED QUALIFICATIONS
• Bachelor's degree in related area and / or equivalent experience and / or training. • Demonstrated experience in performing a combination of fire prevention inspections, plan review, and construction inspections in a California local or state entity responsible for the fire and life safety codes and regulation enforcement. • Thorough knowledge and skills in applying and interpreting California Title 19 and Title 24 regulations, standards, and guidelines. • Thorough knowledge and skill in applying and interpreting the California State Fire Code requirements. • Proficient in Bluebeam construction software or similar software applications. Hetch Hetchy Water & Power (HHWP) is responsible for a diverse set of water and power assets that require electrical engineering expertise to maintain and operate the system which nearly spans the width of the California. The assets that require heavy electrical engineering support include hydro-powerhouses, substations, high voltage transmission lines, switchyards and interconnections with neighboring power utilities.
The 5211 Sr. Electrical Engineer is a working supervisor position that will lead a small electrical engineering department to provide maintenance engineering support to HHWP’s Power Operations and WECC/NERC Compliance departments by reviewing and establishing operational parameters, analyzing maintenance activities and frequencies, designing maintenance projects, and managing a backlog of job requests and service requests.
Additionally, the Sr. Electrical Engineer will evaluate HHWP protection schemes, equipment, and protective relays to determine if transmission lines, distribution lines, generators, transformers and breakers are adequately protected. The 5211 Sr. Electrical Engineer is required to analyze the HHWP protection systems for compliance with WECC/NERC and IEEE standards and interconnection agreements with neighboring power utilities. The 5211 Electrical Engineer will recommend specific projects needed to address noted deficiencies and report findings to the Engineering Manager, Chief Engineer, and Compliance Officer.
Essential Duties and Responsibilities:
1. Directs, supervises and coordinates the design of complex engineering projects, ensuring that codes, standards, and project requirements are met; plans and develops projects, budgets and staff for a wide variety of design activities.
2. Interviews, selects, trains, monitors, and evaluates departmental staff and consultants to ensure that work methods and work flow are effective; assures that written performance goals and objectives are prepared for employees; monitors the work of and evaluates, counsels and disciplines subordinate staff as necessary; and reviews and approves technical training programs for staff.
3. Plans, organizes and directs the administration and management of contracts; reviews, evaluates and makes recommendations for and/or approves contracts, contract modifications, specifications, related documents, and the settlement of claims.
4. Directs, supervises and reviews the preparation of complex construction contract and construction documents by establishing priorities, assigning tasks, allocating resources and monitoring progress to assure quality and cost effective performance of design work. Prepares and supervises the preparation of difficult and complex design drawings, specifications, and quantity and cost estimates.
5. Establishes and implements departmental policies, procedures and administrative directives in accordance with applicable laws, ordinances, codes, standards, rules, regulations, and legislative policies and procedures by interpreting, explaining, monitoring, and evaluating the functional activities of the organization.
6. Manages projects through planning, scheduling and monitoring critical milestones to ensure projects are completed on time and within budget.
7. Directs, reviews and supervises the review of shop drawings by contractors and other work of professional consulting firms employed to design various projects. Checks and reviews specifications, estimates and computations prepared by consultants and subordinate staff members.
8. Supervises field inspection staff working on projects under construction and proposed projects to assure conformance with plans and specifications and initiates new projects. May participate in field inspections when necessary.
9. Coordinates all activities between a unit and other sections, bureaus, departments, outside agencies, and consultants and/or contractors.
10. Consults with technical staff, public officials, and others to resolve differences among professional personnel; identifies problems, develops and compares alternatives and makes decisions or recommendations for effective problem resolution.
11. Conducts meetings and makes presentations to Boards, Commissions, committees, approval agencies, staff and the general public for the purpose of providing accurate information, explaining policies, and providing recommendations and/or solutions.
12. Represents the City and consults with government officials, business and civic organizations in connection with specific departmental issues.
13. Writes, and/or reviews and approves letters, reports, memos, recommendations, routine correspondence, and other documents.
14. Performs other related duties as assigned.

1. Seven (7) years verifiable professional engineering (e.g. civil, electrical, mechanical, sanitary/chemical/environmental, transportation/traffic, or structural) work experience, of which four (4) years of that experience must be as a licensed professional engineer in the specialty you are applying for. Two (2) of the seven (7) years must be equivalent to the City and County of San Francisco Class 5241 Engineer in the specialty you are applying for;

2. Possession of a current Certificate of Registration as a Professional Engineer in the State of California in Electrical Engineering.
