General Purpose of Job:

 

Broad leadership and management responsibilities for providing stable and functional  infrastructure and application development services to Sparrow Health System.   

Responsible for Unix Infrastructure, Enterprise Storage, Enterprise Backups, Databases and Data Warehouses, Interfaces and Integration, Custom application development and technical support for Sparrow.org website and Sparrow Intranet. 

Assigns and coordinates work assignments; Manages and mentors technical staff.

Key stakeholder for establishing and maintaining high level customer satisfaction with IT constituents.  Works with Director of Technical  Services to help develop infrastructure, strategic & tactical planning and manage departmental budget.

  • Develops and implements long-range Technical services plan. Collaborates with other Information Technology teams to develop strategic and tactical plans to facilitate and coordinate the delivery of technical services. 
  • Develop and maintain Technology roadmap for Unix, Enterprise Storage, Enterprise Backup, Databases, Interface and Integration, Health Data Integration (Health Information Exchange), and Application development.
  • Defines and monitors multiple projects; provides technical and administrative supervision.
  • Provides technical consultation and support to users and other IT stakeholders.
  • Lead, plan and encourage professional development of staff through appraisals, career development, counselling and on-the-job training.  Responsible for leadership and supervision of staff, including recruitment, selection, retention, counselling, disciplining, and termination of employees when necessary.
  • Responsible for development of departmental standard operating policies and procedures.
  • Develop positive customer relations with the client community to evaluate department effectiveness, identify problems, and determine future needs.
  • In collaboration with CISO, CTO, develop and maintain plans and programs for disaster recovery and business resumption. 
  • In collaboration with Director of Technical Services and CTO, develop, manage and adhere to designated Annual Operating and Capital Financial Plan targets.

Job Requirements

General RequirementsNoneWork Experience• Five years of experience in information systems • Minimum of two years of experience in a directly related leadership position. • Writing and maintaining standard operating procedures (SOPs)  • Healthcare IT experience (Preferred) • ITIL Certification (Preferred) • Project Management experience. (Preferred) • Demonstrated presentation skills, to assist in presenting information to staff and management. (Preferred)EducationBachelor's degree in computer science, computer engineering, electrical engineering or related field.Specialized Knowledge and Skills• Demonstrated experience in development, implementation and management of systems across various IT infrastructure domains. • Experience leading application development teams, web support teams. • Demonstrated leadership and team building experience. • Demonstrated effective written and verbal communication skill, to interact with customers, IS leadership, staff and vendors. • Demonstrated ability to interact with people of differing professional levels, and to succeed in an environment of competing priorities. • Demonstrated fiscal and operational skills: profitable P&L, ROI, TCO & Valuation model development/application and negotiations experience. • Strong commitment to customer service and quality improvement.
