Job Purpose:

Provides technical expertise and leadership for the Residual Market (RM) Financial Analysis and Accounting functions that support the many services provided by NCCI to the Residual Market mechanisms administered by NCCI s. This position ensures that financial information is provided timely and accurately to all residual market constituents including RM Plan and Pool Administration, AES and the RM Data Validation team.

Major Duties:

Analyzes reports and prepares financial statements and complex financial exhibits in support of the various reinsurance pools, pool boards, related committees, and state regulators. Responds to special requests from Pool and Plan Administrators as well as state regulators.

Works with Servicing Carriers to ensure the financial data they provide is accurate and timely. Clarifies rules, addresses issues and ensures carrier understanding.

Analyzes and reviews the servicing carrier data and annual preparation of the various servicing carrier compensation programs including the Pay for Performance Program as well as the Paid Loss Ration Incentive Program (PPP/PLRIP, premium based and loss based tax true-ups).

Calculates and maintains the participants’ quota shares in the various Pools as well as market shares in the various state Plans administered by NCCI. This includes managing the aggregation and complex review and analysis of all premium related data used to develop those quotas and market shares for participation purposes. Position is also responsible to ensure that reapportionments and insolvency redistribution s are completed accurately including quarterly RM Plan billings.

Responds to member Companies issues related to the financial services to the Pool. Educates, provides expertise and explanations and/or exhibits to member Company personnel.

Supports the external audits of the Pools. Review the Pools financials and exhibits that are audited by the external audit firm.

Required Education, Experience and Skills:

Bachelor's Degree in a relevant discipline and 6 years of Finance or Accounting experience with a minimum of 3 years insurance related experience preferably with exposure to workers compensation or residual market operations.

Knowledge of Workers Compensation Insurance, particularly in the areas of residual markets and financial reporting.

Excellent analytical skills to ensure quality Residual Market financial data reporting.

Excellent verbal and written communication skills with the ability to interact with staff as well as Pool Board members.
