Salary: $18.57/Hour

Bachelor's degree in business administration, public administration or a related field; or any equivalent combination of related training and experience. Applicants within six months of meeting the education/experience requirement may be considered for trainee status.
 Position Summary: This is highly responsible technical and professional work in the procurement of goods and services for County departments with the Department of Administrative Services, Purchasing Office.

An employee assigned to this classification is responsible for coordinating purchases in compliance with federal, state and local laws, policies and procedures.

Work is performed under the direction of a Senior Purchasing Agent and is reviewed through conferences, reports and observation of results obtained.
 Examples of Duties: ESSENTIAL JOB FUNCTIONS

Prepares and evaluates bid documents; assists departments with development of specifications.

Reviews competitive quotes received, analyzes data and awards bids; maintains complete records of all transactions.

Processes purchase requisitions; determines method of purchase and supply sources. Issues purchase orders.

Acts as a liaison between departments and vendors to resolve problems.

Serves in an advisory capacity to departments regarding requests for proposals and evaluation of professional services.

Develops and conducts training for departments regarding policies and procedures governing the purchasing process.

Interviews sales and technical representatives to obtain information relative to product availability, prices and shipping considerations, etc.

Corresponds with and frequently telephones vendors concerning delivery, substitutions, purchase order status and interpretation of purchase order.

Interacts with agencies and contractors regarding preparation and award of bids, etc.

Identifies problem areas and recommends ways to improve efficiency of the purchasing operation.

Confers with Office of Management and Budget and Finance and Accounting to resolve issues pertaining to purchase orders, e.g. funding and charge codes.

Performs related duties as assigned.

Considerable knowledge of purchasing policies and procedures.

Considerable knowledge of purchasing principles and practices of governmental entities.

Knowledge of contract processes and procedures.

Ability to express factual information clearly and concisely, orally and in writing.

Ability to prepare specifications to establish a competitive market, analyze bids and perform other necessary purchasing functions.

Ability to plan and organize workload to meet deadlines.

Ability to establish and maintain effective working relationships with County employees, department heads and vendors.

Ability to maintain accurate files of vendor/department records.
