Job Description

The Position

The City of Portland is currently hiring multiple Environmental Systems Maintenance Technicians to join the Portland Bureau of Transportation.   ESMT's are responsible for investigating sanitary sewer and storm water collection systems; and locating, inspecting, and documenting findings regarding the condition, maintenance and repair needs.
Job duties include, but are not limited to:

  • Performs sewer system inspections, responds to sewage releases and flooding events by dye testing, operating inspection equipment as well as other locating equipment in order to document and provide information; makes audio/video recording of collection systems, documenting conditions and repair needs
  • Coordinates and leads the work activities of a crew; determines connections to sewers, or source problems; checks records of existing sewer system for connections; draws information on sewer system maps or creates new sewer system connection records.
  • Uses GPS equipment to document locations of assets in the sanitary and stormwater collection systems.
  • Investigates to locate source of reported illegal materials entering in the sewer system; locates sources of system leaks; performs field investigations, including flooding, and plugged culverts or ditches related to storm water control.
  • Trains other employees in proper methods and equipment used in cleaning and maintaining a sewer system and in the equipment and safety procedures used for inspection of sewer lines, both visually and electronically

To Qualify

The following minimum qualifications are REQUIRED for this position:

  1. Knowledge and experience of operating and maintaining technical equipment such as CCTV (closed circuit television inspection equipment), locating devices and other related inspection equipment.
  2. Knowledge of CCTV inspections and procedures
  3. Ability and experience providing leadership or training others
  4. Experience utilizing computer software to complete reports
  5. Experience recognizing and describing defects in collection systems
  6. Experience  reading instructions and interpreting quarter-section maps utilizing GIS, as-built maps;

Applicants must also: 

  • Possess a valid state driver's license and acceptable driving record at the time of hire.
  • Possess or obtain a class "A" CDL within 6 months from date of hire (in-house training available)
  • Take and pass a Pre-Placement medical exam
  • Take  and pass a Pre-employment drug test
  • Take and pass a criminal background check

 Please note: Work in this class is typically performed in a field environment. Incumbent is typically required to negotiate rough terrain; to lift up to 50 pounds; to work outdoors in all weather conditions; to be called back to work during emergencies; to work in and around traffic, confined spaces and in hazardous and unknown atmospheres; to wear protective gear.
