THE POSITION: The Finance Manager, a mid-management position reporting directly to the Business Services Director, serves as the head of the Finance Division and is responsible for managing the agency’s accounting, finance, budgeting, and purchasing activities. Works with the Business Services Director to oversee the agency’s cash management and investments, capital financing and debt services, financial reporting and audit, rate and fee studies, short and long-range financial activities and planning. The Finance Manager develops and implements divisional goals, objectives, policies, procedures and work standards to align with the District’s vision and strategic goals of operational excellence and financial sustainability.
QUALIFICATIONS: The ideal Finance Manager is a creative and strategic thinker who can effectively manage and direct a staff of one procurement and four finance professionals. The candidate also possesses strong government financial management skills and adheres to the highest ethical and moral standards and demonstrates transparency. Has a working knowledge of local government fund accounting and financial work principles, practices and procedures, financial analysis, budgeting, rate modeling, procurement and contracting, and the functional areas of accounting: accounts receivable, accounts payable, and payroll. Demonstrated ability to apply sound internal controls in accordance with Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) standards and guidelines. The ideal candidate will have a strong work ethic, demonstrate competence, professionalism and customer service in support of the District’s mission and vision.
A strong finance and accounting background and analytical skills, at least five years’ of progressively responsible government fund accounting and financial experience are required. A Bachelor's degree with major course work in accounting, economics, business or public administration, or a related field is also required. Prior supervisory experience and a Master’s degree in a related field are desirable. Effective written and oral communication skills along with strong collaboration, negotiation, and team-building skills will be necessary. Experience with enterprise financial systems and related software such as MUNIS is required. Possession of an active license as a California Certified Public Accountant (CPA) issued by the California State Board of Accountancy is highly desirable.
The Finance Manager position is represented by the Management Association, and shall be filled in accordance with the provisions of the Memorandum of Understanding with Delta Diablo and applicable District procedures.
