Education/Experience:

Hands-on experience designing, architecting, and implementing various information security tools/products such as PKI, Static or Dynamic Code Analysis, Next-Generation Firewalls, HSM’s, SIEM, Multi-Factor Authentication, IPS, NetFlow Monitoring, Full Packet Capture, Database Encryption, Privileged Identity Management, Cloud Posture Management, etc.
Ability to lead a project from concept through implementation and anticipate potential problems.
Comprehensive knowledge and understanding of information security concepts and best practices (NIST, COBIT, ISO, PCI, OWASP, etc)
Ability to perform detailed information security risk assessments and recommend mitigating controls.
Experience promoting security as a business enablement function through the use of documentation, metrics, and strong verbal communication.
Industry certification preferred (CISSP, CCSP, CISA, GIAC, etc)

Minimum
Experience with software development and programing, code reviews, and application vulnerability remediation.
Strong technical knowledge of application development practices, CI/CD pipelines, various cloud platforms including Azure, AWS, or GCP, modern operating systems, networking protocols and designs, and identity management.
Experience with development platforms and CI/CD tools, such as TFS/ADO/Git or Jenkins.
Proficiency in one or more coding languages, such as C#, Python, Java, or Java Script
Experience promoting security as a business enablement function using influence, metrics, documentation, strong verbal communication, and presentation skills.
At least 5 years of work experience playing a key role in building technical programs.
Ability to lead a project from concept through implementation and anticipate potential problems.
Experience prioritizing and executing with minimal direction or oversight.
Must pass NERC CIP & Insider Threat Protection background checks.
Preferred Qualifications
Development or Programming background.
Azure, AWS, and GCP certifications preferred.

NEIWPCC is seeking a full-time Environmental Analyst to join our collaborative team and support the implementation of the statewide Drinking Water Source Protection Program (DWSP2) by providing technical support to regional staff assisting the program and working with regional stakeholders to further develop the program.
What You’ll Do
As a NEIWPCC Environmental Analyst, you will:
Develop plans to protect drinking water sources throughout the State of New York and serve as a resource for regional staff who develop and implement plans across New York state
Collaborate with state agencies, regional planning boards, municipal leaders, water operators, local health departments and other stakeholders to implement plans and to coordinate and develop the program.
Assist with other tasks related to water supply protection, such as water quality sampling, database management, data analysis, performing sanitary surveys or capacity assessments for public water systems.
Preferred Qualifications
The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have:
A degree in environmental sciences or related field, and three years of professional or technical experience.
Knowledge of and experience with aspects of drinking water quality programs, state/federal regulations, and watershed management.
Experience collaborating with a broad range of stakeholders in implementing environmental programs.
Competence in statistical analysis of large data sets and competence in GIS is highly valued.
Candidates with alternative qualifications or who have taken a less traditional career path may be considered if an aptitude for success and a strong willingness to learn is clearly apparent.
Logistics
This full-time NEIWPCC position will work 7.5 hours per day and is based in the New York State Department of Health office located in Albany, NY. Description of Responsibilities:
The Division of Finance & Administration at the State University of New York at Oswego is seeking a Director of Budget & Financial Reporting. The Director of Budget & Financial Reporting position reports directly to the Assistant Vice President for Financial Operations and is responsible for managing and developing our annual budget financial plan and the Dormitory Capital plan. The functions of the position will include: conducting complex financial analyses; gathering, analyzing, interpreting, and organizing data from various financial systems into useable information and presenting to various constituents for decision making purposes; ensuring thorough, accurate and efficient reconciliation processes exist to support accurate and informative financial reporting, projections, and recommendations. The position manages the budgets for our four main funds along with two analysts who report to the Director. The Division of Finance & Administration at the State University of New York at Oswego is seeking a Director of Budget & Financial Reporting. The Director of Budget & Financial Reporting position reports directly to the Assistant Vice President for Financial Operations and is responsible for managing and developing our annual budget financial plan and the Dormitory Capital plan. The functions of the position will include: conducting complex financial analyses; gathering, analyzing, interpreting, and organizing data from various financial systems into useable information and presenting to various constituents for decision making purposes; ensuring thorough, accurate and efficient reconciliation processes exist to support accurate and informative financial reporting, projections, and recommendations. In this position, you will:
Collaborate with partners and assist with outreach and education for citizen projects.
Prepare proposals and evaluate project applications for habitat assessment, monitoring, stewardship, restoration, and research funding.

REQUIRED QUALIFICATIONS

NEIWPCC is seeking a full-time Environmental Analyst to collaborate with municipal stakeholders and community leaders to develop and implement plans to protect drinking water sources throughout the Capital Region of New York state.
What You’ll Do
As a NEIWPCC Environmental Analyst and an essential member of the Drinking Water Source Protection Program (DWSP2), you will:
Work with municipal leaders, water operators, consultants, local health departments and other community stakeholders to develop DWSP2 plans and provide technical assistance during plan implementation.
Collect, analyze, and maintain environmental data to inform recommendations and prepare technical documentation for a variety of stakeholders and for external outreach.
Utilize GIS to create community maps and will be a resource to for questions related to sources of drinking water and locations of possible contamination.
Assist with other tasks related to water supply protection, such as water quality sampling, database management, data analysis, performing sanitary surveys or capacity assessments for public water systems.
Preferred Qualifications

- Assist the Associate Director with policy and supervisory determinations on matters relating to the Office's responsibilities, and presents to the Associate Director, the Deputy Director, the Director and the Commission recommendations relating to these policy and supervisory determinations. - Oversee the regulation of the national clearance and settlement system, including those entities registered with the Commission. Initiates and leads special projects concerning unusually complex and controversial clearing, settlement, market regulation, and public policy issues that have a major impact on the securities industry, the Commission, and the general public. Review and development of the legal and policy aspects of these matters, and also reviews and completes action on proposed rule changes and advance notices by registered clearing agencies and that involve clearance and settlement matters.
