Salary: $28.08 - $44.98 Hourly
$58,397.66 - $93,550.08 Annually
TELECOMMUNICATIONS: Bachelor's degree in telecommunications or related field and four years of progressively responsible telecommunications experience, project management including telecommunications administration experience, or telecommunications system analysis and design; or any equivalent combination of related training and experience. Applicants within six months of meeting the education/experience requirement may be considered for trainee status.
Position Summary: This is a technical position, responsible for highly advanced technical work in the design, development and implementation of application, network and/or telecommunication systems for County departments and elected officials. An employee assigned to this classification is responsible for evaluating the needs of County departments and elected officials and translating those needs into solutions which can be realized by mid-range, mini or personal computers using staff resource, application software and hardware, telecommunication and/or network connectivity in a cost effective manner.
Work is performed under the general direction of a higher level supervisor and is reviewed through conferences, reports, and observation of results obtained.
Examples of Duties: ESSENTIAL JOB FUNCTIONS
Plans, schedules and leads members of a resource team in a variety of interactive integrated application, telecommunication or network systems projects.
Develops and provides support for application systems on mid-range processors, telecommunications and/or computer networks.
Provides support and coordination on vendor purchased application, telecommunication and/or network systems.
Provides support and troubleshooting of system application problems on mid-range, mini, and personal computers, network and/or telecommunication system software and hardware.
Consults with County and elected officials staff to evaluate input, processing requirements and making recommendations for feasibility of designing information, network and/or telecommunication systems.
Provides hands-on system, application, network and/or telecommunication design with users including proto-typing entry and report screens, essential fields, file sizes, relations, voice and/or data needs.
Ensures application,network and/or telecommunication design meets shop standards and is compatible with existing County technology.
Implements/installs solutions in conjunction with customer departments including: coordination with vendor, software and hardware customization, customer training, and revisions to existing programs, networks and/or telecommunication to facilitate integration to office operation; preparation and organization of necessary system documentation (customer and Information Services); assists with establishing standards and procedures; designs parallel processing procedures quality assurance when replacing older systems.
Prepares cost and time estimates for application, network and/or telecommunication systems design, development, and implementation to facilitate project management.
Performs necessary data transfer and communication between vendor database and mid-range processors through the use of personal computers and/or telecommunication equipment.
Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of mid-range computer processors and software or network and/or telecommunicaiton administration and design.
Thorough knowledge of principles, practices and techniques of information system technology.
Thorough knowledge of IBM Control Language (CL).
Thorough knowledge of Cisco data and voice equipment.
Thorough knowledge of standard practices associated with computer, network and/or telecommunication systems installations, modifications, maintenance and repair.
Skill in the use and care of standard tools, equipment, and testing devices for the computer, network and/or telecommunications field.
Ability to coordinate subordinate staff activities.
Ability to communicate effectively both orally and in writing, including the preparation of written reports and memoranda.
Ability to develop long and short range goals and ensure they are properly implemented.
Ability to conduct meetings.
Ability to establish and maintain effective working relationships with department heads, fellow employees, constitutionals and the general public.
