We are seeking a senior technical contributor responsible for architecting, building, and supporting enterprise data and analytics solutions that translate complex academic and administrative needs into production ready, data driven outcomes. This hands on role designs and implements data platforms, integrations, pipelines, and automation; produces reusable technical assets; and provides technical leadership across analytics, reporting, and workflow automation initiatives. Operating with a high degree of professional independence, the role ensures solutions align with enterprise architecture standards and meet institutional requirements for data governance, security, privacy, accessibility, and quality.
Major Duties
Under general supervision, the Senior Data Analytics Solutions Architect provides advanced technical expertise across data architecture, analytics, and automation. This role partners with campus stakeholders to translate complex business needs into scalable, secure, and governed data solutions, independently designing and delivering integrations, analytics, and reporting capabilities aligned with enterprise standards.
Key Responsibilities
Data Architecture and Solution Design
• Translate business requirements into technical specifications, data models, process maps, and documented end‑to‑end data solutions • Design scalable data architectures that support analytics, reporting, and automation use cases across campus systems
Data Integration and Engineering
• Design and implement ETL pipelines, APIs, and data integrations across institutional platforms, including ServiceNow • Ensure solutions align with data governance, security, and enterprise integration standards
Analytics and Reporting
• Develop and maintain complex dashboards, visualizations, and reporting solutions using institutionally selected platforms such as Tableau, Power BI, and Amazon QuickSight • Partner with functional teams to ensure analytics solutions are actionable, accurate, and aligned with decision‑making needs
Data Quality and Operational Excellence
• Implement data quality checks, monitoring, and validation processes to ensure accuracy, completeness, and consistency across datasets • Troubleshoot and resolve complex data and integration issues across systems
Innovation and Technical Advisory
• Evaluate and pilot emerging technologies and analytics approaches Provide technical recommendations and architectural guidance to department leadership to inform future investments and strategy • Perform other duties as assigned

Qualifications

• Bachelor's degree in Information Systems, Computer Science, Data Analytics, Data Science. • Hands-on & progressively responsible experience in data architecture, data engineering , and analytics. • Skilled programmer, experienced in modern programming and query languages (e.g., C#, Python/PySpark, Java, SQL) to support development, data transformation, analytics, automation and system integration is a plus. • Experience with advanced analytics, including predictive modeling, data science, or statistical analysis to support data-driven decision-making. • Demonstrated experience designing and implementing ETL/ELT pipelines using modern SAAS or cloud Integration platforms (e.g., Boomi, Talend, AWS Glue, Azure Data Factory etc.,) .

Pay, Benefits, & Work Schedule

• Supervises technical support services including hardware and system software installation and support, network operations, data and system backups; provides support in maintaining District data communication networks; responds to data network hardware problems as they occur; and assist with network recovery. • Prioritizes projects using established criteria; assigns optimal resources for projects and develops project timelines; modifies resources and/or timelines as necessary and appropriate; evaluates project alternatives; prevents or resolves project problems; performs post-implementation evaluation of projects. • Assist in developing staffing priorities for assigned areas; participate in the hiring processes for full & part-time personnel; coach, train, supervise, and evaluate assigned personnel. • Assign, monitor, and prioritize daily workloads, ensuring equitable distribution and timely resolution of service tickets; oversee the daily intake, triage, and resolution of support tickets through the District's IT service manager system. • Ensure service-level agreements (SLAs) are met, escalate complex issues appropriately, and communicate status updates to end-users. • Develop and implement recapitalization and replacement plans for client computing assets, ensuring alignment with District budget cycles; assist in the development of the operating budget for assigned areas; monitor and take necessary action regarding expenditures for assigned areas. • Oversee software inventory, license compliance, and deployment strategies in coordination with department leadership. • Work closely with department leadership team to align technology support with the Technology Master Plan (TMP) and institutional strategic priorities; integrate innovation technology planning to support the District's strategic priorities and long-term TMP. • Identify recurring issues and recommend process/training improvements; participate in planning meetings to evaluate new technologies and service enhancements; provide feedback on resource needs, workload trends, and user experience; evaluate and recommend emerging technologies to enhance operational efficiency. • Ensure site operations adhere to District's Information Technology policies, Board Policies, and Administrative Procedures; interprets, applies and communicates information regarding laws, regulations and District policies and procedures. • Maintain accurate documentation and records on hardware inventory (including desktops, laptops, peripherals, and specialized equipment), site technology assets, procedures, and support workflows. • Provides support for conducting periodic hardware, software and network audits to ensure and obtain optimal performance; makes effective use of warranties, preventive and remedial maintenance programs; support inventory reviews and technology-related reporting. • Performs other related duties as assigned. • Lead the automation of records and information workflows, including digital file labeling, access controls, and metadata standards. • Oversee automated retention and disposition processes to identify duplicates, enforce retention schedules, and destroy records appropriately. • Manage the implementation of automated PRA tools, including AI-assisted request development, historical search capabilities, notifications, and reminders, with the goal of reducing PRA volume and staff workload. • Coordinate the development, migration, and enhancement of centralized records management and digital asset management systems, including system specifications, data standardization, quality assurance, and user training.
Reference Library & Records Management

• Manage the intake, review, processing, and fulfillment of Public Records Act (PRA) requests and internal information requests. • Oversee responses to subpoenas, litigation discovery, grand jury investigations, and other legal demands for records, in coordination with Valley Water Counsel. • Develop and maintain policies, procedures, and fee schedules in accordance with the California Public Records Act. • Review records responses for quality control, accuracy, and lawful disclosure or exemption. • Provide sworn testimony during deposition proceedings related to records management, as required.
Leadership & Administration
• Plan, organize, and oversee records and library services programs, projects, budgets, and contracts. • Supervise staff and support professional development and effective workload management. • Prepare and present staff reports, recommendations, and program updates to leadership.

Records & Library Services Unit (Position Code 423)Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. The Records and Library Manager plays a critical role in supporting Valley Water operations, legal needs, and public trust through effective records stewardship and customer-focused service delivery.
The selected candidate will manage the Reference Library containing critical documents, designs, drawings, and historical records relied upon for legal, design, operational, and informational purposes. The role also oversees more than 11,000 boxes of archived materials stored off-site and assumes leadership of customer service functions pertaining to the assigned unit. Customer Service & Stakeholder Support
• Serve as a primary point of contact for internal staff, legal counsel, external agencies, and the public seeking records and information. • Deliver timely, accurate, and courteous responses to Public Records Act requests and internal information requests. • Establish service standards, workflows, and performance metrics to ensure a consistent, customer-focused experience. • Provide guidance and education to departments and requestors regarding records availability, processes, timelines, and legal requirements.
Helpdesk Oversight & management
• Assume leadership of the enterprise helpdesk function supporting Records, Library, and all IT-related service requests and incidents. • Direct daily helpdesk operations, including call intake, ticket lifecycle management, escalation protocols, and resolution workflows. • Establish and manage structured triage processes to ensure accurate prioritization, categorization, and routing of incidents and service requests based on business impact and urgency. • Oversee call queue management to optimize workload distribution, minimize backlog, and maintain service level targets. • Define, monitor, and report on helpdesk Key Performance Indicators (KPIs), including but not limited to: • Average speed to answer • Call response times • Abandonment rates • First-call resolution rate • Ticket aging and backlog metrics • SLA compliance • Customer satisfaction scores
• Implement call avoidance and demand management strategies, including knowledge base development, self-service enablement, training, and proactive communications to reduce recurring incidents. • Ensure accurate documentation, ticket auditing, and reporting to support compliance, records retention, and information governance requirements. • Continuously evaluate service performance trends and implement process improvements to enhance responsiveness, operational efficiency, and user experience. • Maintain a customer-centric service culture focused on professionalism, responsiveness, and measurable service quality outcomes. • Coordinate with IT operations, records management, and library services teams to ensure cross-functional issue resolution and alignment with organizational objectives.
Information Governance & Risk Management
• Monitor and evaluate the effectiveness of records and library programs, policies, and practices; identify gaps and recommend improvements. • Ensure confidentiality, security, and proper disposition of sensitive and confidential records. • Analyze risk and develop, implement, and test disaster recovery and business continuity plans for paper, electronic, and film-based records.
Automation & Digital Transformation
• Lead the automation of records and information workflows, including digital file labeling, access controls, and metadata standards. • Oversee automated retention and disposition processes to identify duplicates, enforce retention schedules, and destroy records appropriately. • Manage the implementation of automated PRA tools, including AI-assisted request development, historical search capabilities, notifications, and reminders, with the goal of reducing PRA volume and staff workload. • Coordinate the development, migration, and enhancement of centralized records management and digital asset management systems, including system specifications, data standardization, quality assurance, and user training.
Reference Library & Records Management
• Oversee the maintenance, organization, security, and accessibility of on-site and off-site records, documents, drawings, photographs, and reference materials. • Determine and implement appropriate physical and electronic systems for storing, preserving, and retrieving records and library materials. • Maintain and update records retention schedules and ensure compliance with board-approved timelines and regulatory requirements. • Restore, preserve, and digitize historic documents and original media.
Public Records & Legal Compliance
• Manage the intake, review, processing, and fulfillment of Public Records Act (PRA) requests and internal information requests. • Oversee responses to subpoenas, litigation discovery, grand jury investigations, and other legal demands for records, in coordination with Valley Water Counsel. • Develop and maintain policies, procedures, and fee schedules in accordance with the California Public Records Act. • Review records responses for quality control, accuracy, and lawful disclosure or exemption. • Provide sworn testimony during deposition proceedings related to records management, as required.
Leadership & Administration
• Plan, organize, and oversee records and library services programs, projects, budgets, and contracts. • Supervise staff and support professional development and effective workload management. • Prepare and present staff reports, recommendations, and program updates to leadership.

Records & Library Services Unit (Position Code 423)Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Overview of the Information Technology Service and Infrastructure Team
The Information Technology Service and Infrastructure team is made up of twelve system specialists including network, cloud, and system administrators supporting nearly 400 employees at multiple San Diego locations. The division is responsible for all IT end-user services, such as application and desktop support, maintenance of enterprise applications, data center and cloud storage systems, as well as network management including Local Area Network (LAN), Wide Area Network (WAN), and Metropolitan Area Network (MAN). The division supports all aspects of Microsoft Office 365 including application support, user management, data management, and Azure cloud storage.
Role
The Information Systems Analyst will be instrumental in delivering IT solutions for SANDAG’s business needs. This position is responsible for monitoring, maintaining, upgrading, implementing, and troubleshooting servers, networks, cloud services, applications, workstations, and peripheral devices under the guidance of the Senior Information Systems Analyst. The primary focus of this position is customer service through technology delivery and maintenance. Role

General Statement
The CUI Information Systems Security Manager supports Montana State University’s IT mission by developing and accessing compliant IT capabilities for Research contracts containing Controlled Unclassified Information (CUI) IT requirements in accordance with Executive Order 13556, 32 CFR 2002, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplements (DFARS), the Defense Counterintelligence and Security Agency (DCSA) or other government entities who execute research contracts with MSU.
The CUI Information Systems Security Manager will remain current with training and guidance provided by the National Archives and Records Administration (NARA) and the Information Security Oversight Office (ISOO) as well as all requirements levied by federal government entities associated with MSU research contracts.
Duties and Responsibilities
This position will support stakeholders by developing and providing a compliant IT framework, processes, procedures, and resources required to work with CUI, including working with IT staff, researchers, and key stakeholders to design compliant solutions in order to meet functional needs; and direct efforts for support and troubleshooting of CUI IT issues.
This position will also work in required governmental systems of record to provide federal and state entities responses to compliance inquiries and to report compliance with established standards under NIST SP 800-171, the Cybersecurity Maturation Model Certification (CMMC) Program, and any newly established standards for information protection levied by research contracts or federal law.
Duties will include, but are not limited to, tasks such as the following: • Provide expertise and coordinate the development of University Research information security technical standards, guidelines, and procedures, based on a recognized framework of best practices and in support of Montana State University policies and regulations, such as Cybersecurity Maturity Model Certification (CMMC), NIST 800-171, and NIST 800-53. • Contribute CUI cybersecurity knowledge and information to assist with risk analysis and risk management activities, and security and compliance reviews. • Prepare and maintain system security plans (SSPs) and plans of action and milestones (POA&M) for various CUI IT capabilities supporting research projects. • In conjunction with the MSU Research Security Program, review research proposals with CUI elements and requirements, and develop contract-specific CUI Information Technology capabilities, as required. • Develop and implement the management of compliant CUI IT systems to effectively manage processes around user onboarding, offboarding and maintaining appropriate permissions for access to CUI IT resources, working in conjunction with the Office of Research Security and UIT’s Research CIO and team. • Develop processes for appropriate oversight and management of all CUI endpoints including inventory management, patching, auditing, inspecting, upgrading, troubleshooting and supporting necessary requirements for any endpoint accessing CUI information systems or otherwise processing CUI for any research contract. • Develop and maintain processes to manage user access and configuration for IT Information Systems and Servers and manage CUI IT user accounts and ensure that users with access are properly trained and using the resource in accordance with Technology Control Plans. • Develop or review Technology Control Plans and other required CUI documents in coordination with the MSU Research Security Program pertaining to Information Technology as needed. • Develop streamlined processes and procedures involving stakeholders to expedite training, access, oversight, and support for internal and external customers. • Conduct site-visits, inspections and audits at locations where MSU works with CUI to ensure IT security practices, procedures, policies, and guidance are being followed. • Utilize the Supplier Performance Risk System (SPRS) and other government or 3rd party systems of record to develop and provide reports and perform necessary actions to achieve or maintain compliance standards. • Actively remain current and knowledgeable on existing and newly emerging Federal Government standards, policies, regulations and laws pertaining to CUI Information Technology management and security control requirements. Secure industry-standard Information Assurance certifications appropriate to the position as required by management. • Perform supervisory functions directly and indirectly with Research IT employees in various departments across MSU. Oversee and direct the deployment of CUI policies, guidance and procedures, and work with centers, institutes and departments to ensure consistent implementation of Research CIO’s guidance for CUI within Research contracts.
Required Qualifications – Experience, Education, Knowledge & Skills
1. Demonstrated progressively responsible experience working with IT-focused management of information security programs. 2. Demonstrated experience working with Controlled Unclassified Information (CUI) pursuant to requirements in 32 CFR 2002. 3. Demonstrated knowledge and experience working with various security and regulatory compliance standards, such as the Cybersecurity Maturity Model Certification (CMMC); NIST SP 800-171 and NIST SP 800-53. 4. Demonstrated experience using written and verbal communication skills to present technical information and technical solutions. 5. General Statement
The CUI Information Systems Security Manager supports Montana State University’s IT mission by developing and accessing compliant IT capabilities for Research contracts containing Controlled Unclassified Information (CUI) IT requirements in accordance with Executive Order 13556, 32 CFR 2002, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplements (DFARS), the Defense Counterintelligence and Security Agency (DCSA) or other government entities who execute research contracts with MSU.
The CUI Information Systems Security Manager will remain current with training and guidance provided by the National Archives and Records Administration (NARA) and the Information Security Oversight Office (ISOO) as well as all requirements levied by federal government entities associated with MSU research contracts.
Duties and Responsibilities
This position will support stakeholders by developing and providing a compliant IT framework, processes, procedures, and resources required to work with CUI, including working with IT staff, researchers, and key stakeholders to design compliant solutions in order to meet functional needs; and direct efforts for support and troubleshooting of CUI IT issues.
This position will also work in required governmental systems of record to provide federal and state entities responses to compliance inquiries and to report compliance with established standards under NIST SP 800-171, the Cybersecurity Maturation Model Certification (CMMC) Program, and any newly established standards for information protection levied by research contracts or federal law.
Duties will include, but are not limited to, tasks such as the following: • Provide expertise and coordinate the development of University Research information security technical standards, guidelines, and procedures, based on a recognized framework of best practices and in support of Montana State University policies and regulations, such as Cybersecurity Maturity Model Certification (CMMC), NIST 800-171, and NIST 800-53. • Contribute CUI cybersecurity knowledge and information to assist with risk analysis and risk management activities, and security and compliance reviews. • Prepare and maintain system security plans (SSPs) and plans of action and milestones (POA&M) for various CUI IT capabilities supporting research projects. • In conjunction with the MSU Research Security Program, review research proposals with CUI elements and requirements, and develop contract-specific CUI Information Technology capabilities, as required. • Develop and implement the management of compliant CUI IT systems to effectively manage processes around user onboarding, offboarding and maintaining appropriate permissions for access to CUI IT resources, working in conjunction with the Office of Research Security and UIT’s Research CIO and team. • Develop processes for appropriate oversight and management of all CUI endpoints including inventory management, patching, auditing, inspecting, upgrading, troubleshooting and supporting necessary requirements for any endpoint accessing CUI information systems or otherwise processing CUI for any research contract. • Develop and maintain processes to manage user access and configuration for IT Information Systems and Servers and manage CUI IT user accounts and ensure that users with access are properly trained and using the resource in accordance with Technology Control Plans. • Develop or review Technology Control Plans and other required CUI documents in coordination with the MSU Research Security Program pertaining to Information Technology as needed. • Develop streamlined processes and procedures involving stakeholders to expedite training, access, oversight, and support for internal and external customers. • Conduct site-visits, inspections and audits at locations where MSU works with CUI to ensure IT security practices, procedures, policies, and guidance are being followed. • Utilize the Supplier Performance Risk System (SPRS) and other government or 3rd party systems of record to develop and provide reports and perform necessary actions to achieve or maintain compliance standards. • Actively remain current and knowledgeable on existing and newly emerging Federal Government standards, policies, regulations and laws pertaining to CUI Information Technology management and security control requirements. Secure industry-standard Information Assurance certifications appropriate to the position as required by management. • Perform supervisory functions directly and indirectly with Research IT employees in various departments across MSU. Oversee and direct the deployment of CUI policies, guidance and procedures, and work with centers, institutes and departments to ensure consistent implementation of Research CIO’s guidance for CUI within Research contracts.
Required Qualifications – Experience, Education, Knowledge & Skills
