The Position



The Bureau of Environmental Services (BES) is seeking an Environmental Technician II for the Environmental Compliance Division's Industrial Permitting Section.

Environmental Technicians II performs a variety of technical and analytical tasks for environmental, water quality, or natural resource science programs. Environmental Technicians II are assigned to programs in both the Water Bureau and BES, such as drinking water quality monitoring and compliance, industrial pretreatment and source control, environmental investigations and monitoring, stormwater management, and watershed and environmental management.

Environmental Technicians II works under general supervision and is responsible for planning, coordinating, and conducting water quality sampling, technical investigations, and advanced environmental analysis, requiring pollution prevention controls through plan review and coordinating and implementing watershed planning and improvement projects. Environmental Technicians II also coordinate activities and projects as part of large, multiple and/or complex environmental, water quality, and natural resources programs.

Technicians may also initiate, respond to, and/or monitor regulatory compliance at the City, State, and Federal levels. Tech II staff generally have education or experience in any of the following and related fields: environmental science, ecology, hydrology, water quality, natural resources, botany, engineering, general biology, wildlife biology, chemistry, geology, planning, research methodology, GIS, and database development and management.


BES – Environmental Technician II
The current vacancy is in the Industrial Permitting Section.  This team administers the City’s Industrial Pretreatment Program which regulates industrial wastewater discharges to the City’s sanitary and combined sewer systems.  Position responsibilities include conducting environmental surveys of industries as well as managing the environmental compliance of permitted industries by conducting inspections, reviewing compliance reports, and initiating enforcement actions as required.

To Qualify

The following minimum qualifications are required for this position:
  1. Knowledge and experience in at least one of the following areas: environmental science, stormwater management, hydrology, water quality, general biology, microbiology, wildlife biology, botany, chemistry, engineering, or statistics.
  2. Skill in using a variety of computer applications such as MS Excel, MS Word, databases, charts and graphics, and Geographic Information Systems (GIS) software.
  3. Ability to evaluate, analyze and interpret environmental data and clearly present technical information in oral, written or other forms.
  4. Ability to perform field inspections and interpret field conditions as they apply to stormwater and sanitary sewer discharges to ensure regulatory compliance. 
  5. Knowledge and ability to interpret federal, state and local regulations relating to environmental programs such as wastewater, stormwater, groundwater, or hazardous waste and explain the regulations to the public

Additional Information - Future Vacancies

Water Bureau

The Portland Water Bureau is responsible for the management of the City's water supply and distribution system. From its source 40 miles east of the City in the Bull Run Watershed to delivery to the customer, the Portland Water Bureau operates and maintains the water system for more than 950,000 retail and wholesale customers, almost a quarter of Oregon's population. The goal of the Water Bureau is to provide the highest quality water, customer service, and stewardship of the critical infrastructure, fiscal and natural resources entrusted to our care. Future vacancies within the Water Bureau may include a variety of work within the Water Quality division of the Operations Group. The core function of the Water Quality division is to support the bureau in providing safe drinking water and meeting all federal and state drinking water regulations. These positions would reside in one of the following Water Quality programs; Water Quality Monitoring or Distribution System Optimization.

Environmental Technicians II within the Water Quality Monitoring Program collect regulatory samples and perform field measurements in the water distribution system, in the Columbia South Shore Wellfield, and/or within the Bull Run Watershed. Work within the Bull Run Watershed also involves monitoring at streams and on reservoirs, as well as inspections related to watershed protection and wildlife surveillance. Environmental Technicians II develop and follow Standard Operating Procedures, perform equipment calibration and maintenance, analyze data, and communicate results in a variety of formats.

Environmental Technicians II within the Distribution System Optimization Program is part of the Unidirectional Flushing (UDF) Group. Environmental Technicians in the UDF Group perform unidirectional flushing of the 2,500 miles of distribution system pipes to improve water quality and protect public health. Additionally, these positions collect water quality samples, use field test equipment, coordinate groups of field staff, and prepare a variety of maps using Geographic Information Systems (GIS) tools. These positions also assist in the development of reports as well as capturing asset information as part of the Water Bureau's asset management strategies.

  • Dependent Care Account Program (DCAP) allows you to pay for your eligible dependent care expenses with pre-tax dollars. The maximum allowable you may contribute to this plan is $5,000. 
  • Membership in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP)
    • The City currently pays the employee's share of the retirement contribution.
    • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.)
  • Option to contribute a portion of your earnings on a pre-tax basis to the City's Deferred Compensation Program.
Paid Leave
  • 112 hours of vacation each year initially. This accrual will increase over time.
  • Sick leave typically accrues up to a maximim rate of 40 hours per calendar year
  • 10 paid holidays each year
  • Three personal days accrue each year
Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
