The Position


The Office of the Chief Administrative Officer (CAO) within the Office of Management and Finance (OMF) is seeking a Strategic Projects Manager to join their team.

This recruitment will remain open until 100 applications have been received or until the posted closing date, Monday, December 2, 2019, whichever comes first.  Applications received after the 100 application limit has been reached will not be included in this recruitment process.

Under general direction, the Strategic Projects Manager (Analyst III) conducts highly complex analyses and studies on a wide range of management, administrative, financial, asset management, and other organizational issues; plans, manages and leads large-scale projects; provides advice to the Chief Administrative Officer (CAO), Deputy CAO, and other City executives on Citywide or bureau- specific issues, projects, or programs that have important organizational, policy, financial or community implications or consequences, and performs related duties as assigned.

This position is part of the OMF Strategic Projects and Opportunities Team (SPOT) within the Office of the Chief Administrative Officer. SPOT members collaborate with City Council and Commissioner staff, with bureau directors, managers and staff throughout the City, and with outside stakeholders on projects, programs and policies. These projects generally impact large portions of the City's operations, staff, or service delivery and have significant policy, financial and/or community implications and consequences. The work is often highly politically sensitive, requiring significant independent judgement and discretion.

The Strategic Projects Manager (Analyst III) manages complex multi-bureau and citywide projects and participates in the development of policies and the negotiation of agreements. This position also gathers and analyzes complex data and information from a variety of sources, participates in performance management and program evaluation, and makes recommendations for process and policy improvements. This work may require oversight over the work of assigned project staff in other bureaus and may require direct supervision of staff as well as management of consultant contracts.

A central project of the Strategic Projects Manager is managing the Public Safety Budget and Operations Working Group (PSBOWG). The work of the PSBOWG will include:
  • achieve sustainable general fund savings within the public safety bureaus; and
  • increase trust and coordination between the City's public Safety operations, community nonprofit organizations, Multnomah County and other public agencies.

The successful candidate will have demonstrated:
  • Superior skills in organizing and self-directing a complex program of work that involves significant coordination with staff from other bureaus, agencies or organizations.
  • Excellent written and verbal communication skills.
  • Ability to prioritize and shift work efforts in response to changes in priorities and changes in circumstance or opportunities.
  • Knowledge of public administration and public service delivery, as well as the ability to establish and maintain strong working relationships with internal and external stakeholders.
  • Experience with municipal budgeting, finances, and business operations.
  • As a facilitator, demonstrated experience problem-solving, advising, supporting, and guiding discussion in areas of expertise; coordinating and serving on committees and teams, including managing policy, bylaws, and logistical planning workgroups.

To Qualify

The following minimum qualifications are required for this position:
  1. Knowledge and experience applying the principles, tools and techniques of project planning and management.
  2. Ability and experience interpreting, explaining and applying relevant laws, regulations, ordinances and policies.
  3. Ability and experience facilitating meetings, task forces and discussions with wide range of internal and external stakeholders, who may hold competing interests or desire varied outcomes.
  4. Ability and experience preparing clear, concise and comprehensive reports, correspondence and other documents appropriate to the audience, and presenting conclusions and recommendations clearly, logically and persuasively to a diverse group of audiences.
  5. Ability and experience analyzing and identifying complex administrative, operational, economic, financial, budgetary, and organizational issues; evaluating alternatives and providing sound, logical, fact-based conclusions and recommendations. 
  6. Ability and experience performing costs allocation analysis, municipal budgets financial modeling and systems implementation. 

The following are desirable but not required to be qualified for this position:
  • Education/Training: Bachelor's degree from an accredited college or university in management, finance, business administration, public administration, or a related field;
  • Experience: Six (6) years of professional and responsible experience performing analytical or related work in a public agency.

    • The City currently pays the employee's share of the retirement contribution.
    • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.) 
  • Option to contribute a portion of your earnings on a pre-tax basis to the City's Deferred Compensation Program.
Paid Leave
  • 80 hours of vacation each year initially. This accrual will increase over time. 
  • Sick leave typically accrues at the rate of 104 hours each year
  • 10 paid holidays each year
  • three personal days accrue each year
Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
