The Position


The City of Portland, Office of the Chief Administrative Officer is seeking an Accountant II.

PLEASE NOTE:  This recruitment will remain open until 75 applications have been received or until the posted closing date, Friday, November 15, 2019, whichever comes first.  Applications received after the 75 application limit has been reached will not be included in this recruitment process.

The Accountant II performs a wide variety of accounting-related functions that involve interpretation and analysis, with a relatively high degree of independence. Responsibilities may include analysis of accounts, funds, systems, reports, contracts, grant expenditures, and other information. Depending on assignment, Accountant II duties include processing, analyzing, reviewing and reconciling financial transactions; performing operational and system audits to identify and recommend corrections; auditing transactions of others for adherence to accounting principles and policies; supporting management through preparation of reports; developing new and improved work processes; preparing financial projections; and providing budget support as needed. Typical assignments would include accounts payable, accounts receivable, timekeeping for employees with billable hours, and procurement card processing.
These positions are required to collaborate and problem solve with other staff and they may be required to lead, coach, and review the work of other staff. A bachelor's degree in Accounting or Business Administration is desired but not required.

To Qualify

The following minimum qualifications are required for this position:
  1. Knowledge and experience applying the generally accepted accounting principles (GAAP).
  2. Ability and experience preparing and analyzing financial information and preparing financial reports.
  3. Knowledge and experience using enterprise resource planning (ERP) financial systems (SAP preferred).
  4. Knowledge and experience using spreadsheet and other applicable software programs, including Microsoft Office Excel and Word.
  5. Ability and experience leading others and providing guidance on accounting policies and procedures.

  • For full time employees, the City pays 95% of the cost of coverage, you pay 5%.

  • Medical Expense Reimbursement Plan (MERP) allows you to make pre-tax contributions to your account to pay for eligible medical/dental/vision expenses which are not paid by your health insurance (deductibles, co-pays, etc.) 
  • Dependent Care Account Program (DCAP) allows you to pay for your eligible dependent care expenses with pre-tax dollars. The maximum allowable you may contribute to this plan is $5,000. 
  • Membership in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP)
    • The City currently pays the employee's share of the retirement contribution.
    • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.) 
  • Option to contribute a portion of your earnings on a pre-tax basis to the City's Deferred Compensation Program.
Paid Leave
  • 80 hours of vacation each year initially. This accrual will increase over time. 
  • Sick leave typically accrues at the rate of 104 hours each year
  • 10 paid holidays each year
  • three personal days accrue each year
Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
