The Position

The Bureau of Environmental Services (BES) is actively seeking a skilled planning professional with a background in infrastructure planning, city, urban or regional planning, landscape architecture, environmental science, hydrology, or closely related field, with a focus on areas such as current-planning, master planning, policy development, asset management, or systems planning. This City Planner II position with a Water Resource specialty will use general knowledge of planning principals and infrastructure systems to perform complex and responsible professional planning assignments including analyzing development proposals against stormwater and utility codes as part of discretionary land use reviews, preparing written findings and presenting to decision-making bodies, and helping shape policy through collaboration and coordination with internal and external stakeholders. Utility or infrastructure planning experience is highly desirable. As a City Planner II, you will carry out individual responsibilities using initiative, creativity and independence. If you're the right person for this opportunity, you will possess the ability to maintain confidentiality, exercise sound problem-solving skills and use professional judgment.

In this role, your work may also include:
  • Determining conformity with land use and public utility laws and regulations;
  • Preparing oral and written staff recommendations;
  • Interacting in person and on the phone with individuals, groups and stakeholder representing diverse interests, including property owners, development industry professionals, neighborhood representatives, businesses, neighbors, and other interested parties;
  • Representing the Bureau in city-wide or regional planning efforts;
  • Working to resolve concerns and differences among competing interests and issues; and
  • Communicating detailed technical information to a variety of internal and external customers.

To Qualify

The following minimum qualifications are required for this position:

  2. Ability to understand, interpret, and apply City, state, and federal laws, regulations, policies, procedures, and standards related to water resource, wastewater, or stormwater management to specialized, complex or diverse development proposals (current planning) or to policy, code, plan or strategy development (long range planning).
  3. Ability to manage projects or development proposals including developing work plans and schedules, delivering products and engaging the public.
  4. Experience analyzing data and information, and exercising sound independent judgement to reach appropriate conclusions within established policies and guidelines; ability to present ideas and requirements clearly and persuasively, orally and in writing.
  5. Experience engaging stakeholders by establishing and maintaining effective working relationships with diverse populations and interest groups (e.g. property owners, community representatives, developers, internal staff, elected officials, and the general public).

  • Medical Expense Reimbursement Plan (MERP) allows you to make pre-tax contributions to your account to pay for eligible medical/dental/vision expenses which are not paid by your health insurance (deductibles, co-pays, etc.) 
  • Dependent Care Account Program (DCAP) allows you to pay for your eligible dependent care expenses with pre-tax dollars. The maximum allowable you may contribute to this plan is $5,000. 
  • Membership in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP)
    • The City currently pays the employee's share of the retirement contribution.
    • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.) 
  • Option to contribute a portion of your earnings on a pre-tax basis to the City's Deferred Compensation Program.
Paid Leave
  • 80 hours of vacation each year initially. This accrual will increase over time. 
  • Sick leave typically accrues at the rate of 104 hours each year
  • 10 paid holidays each year
  • three personal days accrue each year
Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
