The Position

The Portland Water Bureau provides drinking water for more than 900,000 Portland-area residential and commercial customers. The Portland Water Bureau has delivered drinking water from the forest to customers' faucets since 1895. This recruitment seeks to fill one position for Water Treatment Operator II. This position is in the Operations Group of the Portland Water Bureau, and is primarily responsible for operating and maintaining the City's potable water treatment, disinfection and corrosion control facilities, and systems associated with the Bull Run Supply. These responsibilities must be carried out in compliance with federal, state and local requirements. In addition, the Water Treatment Operator II position is responsible for operating and maintaining the infrastructure that enables raw water to be diverted as part of meeting ·obligations under the Bull Run Water Supply Habitat Conservation Plan. Water Treatment Operator ll's perform a combination of technical and mechanical duties in the ongoing operation and maintenance of the water treatment system. These duties include collecting water samples and analyzing these samples for appropriate physical and chemical properties, calculating chemical dosages and feed rates and adjusting water treatment system components accordingly, monitoring and controlling the water treatment system through electronic and computerized systems, making adjustments in water flow and corresponding chemical adjustments, and operating treatment process facilities on assigned shifts.

Water Treatment Operator ll's also respond to emergency alarms, isolate problem areas, and take immediate corrective action to return systems to normal operation within established federal and state regulations, test emergency equipment on established schedules to ensure constant emergency preparedness, and conduct preventive and general maintenance on a variety of small and large water treatment process equipment and systems instrumentation. Water Treatment Operator ll's coordinate with hydropower operators for hydroelectric power production and corresponding reservoir operations, coordinate work with other sections of the Water Bureau, provide information about operation of the water supply system to others, including employees, regulators and the public, and work as part of a team with instrument technicians, control center personnel and other staff. Water Treatment Operators are required to respond fit for duty regardless of weather conditions or weather-related closures for non-essential City services.

To Qualify

The following minimum qualifications are required for this position.
  1. Knowledge of the federal, state, and local drinking water regulations pertaining to drinking water treatment and drinking water treatment facilities at a level equal to or exceeding the expected range of knowledge for a Water Treatment Operator, Level 2 as defined by the Oregon Health Authority.
  2. Knowledge and experience properly collecting drinking water samples, conducting accurate laboratory sample analysis, and using and maintaining a variety of analog and digital process and laboratory analyzers and associated equipment.
  3. Knowledge and experience operating and maintaining drinking water disinfection and treatment chemical metering pumps, process water pumps, bulk chemical receiving, storage and transfer equipment, and other equipment associated with chlorination, ammoniation, and pH adjustment.
  4. Knowledge and experience investigating failures or upsets to drinking water treatment system components and acting quickly and decisively in bringing those systems back to a normal state.
  5. Knowledge and experience evaluating health and safety hazards associated with drinking water treatment systems, selecting and using appropriate personal protection appropriate for the hazard, and working safely in accordance with federal, state and local requirements.
  6. Knowledge and experience establishing and maintaining positive and effective working relationships, and communicating effectively and respectfully with those encountered in the course of the work.
  7. Knowledge and experience analyzing drinking water treatment data, forming accurate conclusions, recording findings, and making appropriate operational changes.
  8. Knowledge and experience using computer applications related to drinking water treatment, including email, spreadsheets, word processors, Human/Machine lnterfaces, (HMI), supervisory control and data acquisition (SCADA), laboratory information management, (LIMS); and asset maintenance management, (CMMS).
 
Applicants must also possess:
  • A valid state driver's license and acceptable driving record at the time of hire.
  • A Water Treatment Certificate of Competency, Level 2, issued by the Oregon Health Authority at the time of hire.
  • Ability to pass a fit test per OSHA 1910.124 App A, with a Self-Contained Breathing Apparatus face-piece, half-face cartridge respirator, and P-100 disposable masks within 6 months of appointment and annually thereafter, (testing provided by employer).
  • Ability to acquire Confined Space Entry, and Crane and Hoist Certification within 6 months of appointment (training provided by employer).
  • Ability to acquire a 24-Hour Water Treatment Hazardous Materials Operations, (HAZWOPER) certificate within 6 months of appointment (training provided by employer).
