Procurement Manager & Subcontract Administrator 

The Procurement Manager performs duties focused on managing the Procurement Group, including staff and work scope, providing subcontracts administration, buyer and purchasing agent activities, including managing construction management and subcontracts.  This role contributes to enhancing the success of projects by limiting the overall risks and liability associated with supplier negotiations and subcontract administration, subcontract sourcing, pricing, evaluating, negotiating and obtaining materials, equipment and/or construction services.

The ideal candidate will demonstrate a commitment to excellence and flexibility with confidence, and an ability to interface with suppliers, consultants, contractors, management and co-workers in a professional, and proactive manner. The Procurement Manager collaborates with the larger Contracts & Supply Management team to integrate client contracts into implementing subcontracts and agreements .   

Responsibilities 

  • Provide leadership in accordance with the Guiding Principles for Procurement and staff.
  • Lead Procurement in management and execution of related processes on behalf of the Company
  • Implement industry-based processes (policies, procedures, etc.) to effectively align work.
  • Manage subcontract activities with a focus on performance, change control, quality, cost and schedule management
  • Ensure procurement activities fully comply with prime contract requirements, including government related contracts and grants.
  • Lead Procurement to source purchases and to select Suppliers competitively, including bidding activities such as Requests for Proposals (RFP), Request for Quotes (RFQ) and Express of Interests (EOI)
  • Negotiate pricing and delivery/shipping terms with subcontrractors as needed.
  • Issue Purchase Orders and change orders or other forms of Procurement Orders to subcontractors; monitoring and expediting orders
  • Manage Procurement to approve payment for purchases by reviewing and approving invoices, forwarding receiving documentation to support payment
  • Maintain complete and accurate purchasing files and records
  • Generate reports from procurement systems to support management decision making
  • Gather and report metrics to assess effectiveness of operations; assist in implementing organizational improvements
  • Function as the subcontract administrator in the management of select subcontract(s).
  • Ensure proper management of applicable formal change process when related to procurement actions.
  • Assist in resolution of subcontract interpretations, involving the technical representative (TR) or supplier project engineer (SPE).
  • Notification to management of deficiencies or actions applicable to either TerraPower or the subcontractor, which might jeopardize the subcontractor’s performance.

Key Qualifications and Skills

  • Fifteen years’ experience related to providing, managing and/or supporting Procurement function.
  • Ten-years experience with direct government related contracts and/or grant procurement.
  • Applicable degree and/or certification preferred; equivalent training and/or experience may be considered in lieu of degree or certification.
  • Experience with engineered equipment or component procurements, design/build/deliver, construction under quality assurance requirements
  • Nuclear or related experience is preferred
  • Technical and/or subject area background, is preferred, and can be experience based.
  • History of implementing successful interface procurement strategies.
  • Strong organizational skills and ability to work collaboratively in a team environment.
  • The successful candidate will possess a high degree of trust and integrity, communicate openly and display respect and a desire to foster teamwork.
