The Opportunity
The Chief Information Officer (CIO) is responsible for establishing the strategic direction and management of the activities and staff in the Department of Information Technology Services (ITS). The CIO leads the planning and delivery of comprehensive county-wide information technology programs and provides expert advice and counsel to Washington County departments and the County Administrative Office.
Reporting to an Assistant County Administrator, the CIO provides administrative direction over the ITS department and its systems, programs and services. Qualifications
Ten years of progressively responsible experience in the supervision and administration of a large enterprise computing environment with a least four years in a management capacity. Prior experience driving change and transformation with a focus on modernizing technology is ideal. Demonstrated expertise in strategic planning specific to information technology and services is essential as is advanced knowledge of modern IT practices, operations and security procedures. Strong fiscal management coupled with project management and program planning experience are required. The ability to exercise professional judgment and apply it to complex, multi-disciplinary and sensitive issues is essential. An interest in public service coupled with a broad and diverse background that includes the public sector is preferred.
The County will consider a bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field and six years of progressively responsible experience in the supervision and administration of a large enterprise computing environment with a least four years in a management capacity. Compensation and Benefits

Position Description:
Under general administrative direction, manages and directs the activities of professional and technical electrical engineering personnel performing highly technical and administrative functions in connection with the design, construction, operation and maintenance of projects and systems; supervises and/or directs subordinates in the preparation of designs, drawings, specifications and cost estimates for a variety of engineering and construction projects and/or construction inspection or personnel engaged in the most difficult and responsible professional engineering work in the field and office.
Hetch Hetchy Water & Power (HHWP) is responsible for a diverse set of water and power assets that require electrical engineering expertise to maintain and operate the system which nearly spans the width of the California. The assets that require heavy electrical engineering support include hydro-powerhouses, substations, high voltage transmission lines, switchyards and interconnections with neighboring power utilities.
The 5211 Sr. Electrical Engineer is a working supervisor position that will lead a small electrical engineering department to provide maintenance engineering support to HHWP’s Power Operations and WECC/NERC Compliance departments by reviewing and establishing operational parameters, analyzing maintenance activities and frequencies, designing maintenance projects, and managing a backlog of job requests and service requests.
Additionally, the Sr. Electrical Engineer will evaluate HHWP protection schemes, equipment, and protective relays to determine if transmission lines, distribution lines, generators, transformers and breakers are adequately protected. The 5211 Sr. Electrical Engineer is required to analyze the HHWP protection systems for compliance with WECC/NERC and IEEE standards and interconnection agreements with neighboring power utilities. The 5211 Electrical Engineer will recommend specific projects needed to address noted deficiencies and report findings to the Engineering Manager, Chief Engineer, and Compliance Officer.
Essential Duties and Responsibilities:
1. Directs, supervises and coordinates the design of complex engineering projects, ensuring that codes, standards, and project requirements are met; plans and develops projects, budgets and staff for a wide variety of design activities.
2. Hetch Hetchy Water & Power (HHWP) is responsible for a diverse set of water and power assets that require electrical engineering expertise to maintain and operate the system which nearly spans the width of the California. The assets that require heavy electrical engineering support include hydro-powerhouses, substations, high voltage transmission lines, switchyards and interconnections with neighboring power utilities.
The 5211 Sr. Electrical Engineer is a working supervisor position that will lead a small electrical engineering department to provide maintenance engineering support to HHWP’s Power Operations and WECC/NERC Compliance departments by reviewing and establishing operational parameters, analyzing maintenance activities and frequencies, designing maintenance projects, and managing a backlog of job requests and service requests.
Additionally, the Sr. Electrical Engineer will evaluate HHWP protection schemes, equipment, and protective relays to determine if transmission lines, distribution lines, generators, transformers and breakers are adequately protected. The 5211 Sr. Electrical Engineer is required to analyze the HHWP protection systems for compliance with WECC/NERC and IEEE standards and interconnection agreements with neighboring power utilities. Supervise accounting functions, including accounts payable, accounts receivable, billings, bank reconciliations, and cash receipts with an aim to transition to a paperless work environment.
Lead and manage the monthly accounting close process, ensuring consistent and accurate delivery of management reports.
Program Support and Financial Management
Collaborate with program vice presidents and directors to establish and refine finance and administrative systems supporting program operations.
Manage organizational cash flow forecasting and ensure revenue and expenditures align with the operating budget and financial reporting requirements for government, corporate, and foundation grants.
Assist BRC’s leadership in the annual budgeting and planning process; work with the VP of Budgets to understand budget to actual results and variances.
Oversee recording of Medicaid billing and collection data entry, including collaboration with external billing vendors.
Internal Controls and Auditing
Monitor, document, and update proper internal controls and safeguards for BRC assets, receipt of revenue, costs, budgets, and actual expenditures.
Coordinate annual general audit activities and liaise with external auditors to ensure compliance with relevant standards and regulations (i.e., OMB Circular A-133, GAAP).
Financial Analysis and Reporting
Conduct financial data analysis and present results in a timely manner.
Prepare and disseminate monthly, quarterly, and annual financial statements.
Monitor progress and changes, keeping the CFO informed about BRC's financial status.
External Relationships and Integration
Manage relationships with external entities, including banks, licensing and accrediting organizations, investors, and external auditors.
Partner with the CFO, senior leadership, and HR and IT staff to enhance and integrate interdepartmental collaboration.
Support the CFO in engaging the board's audit and finance committees around issues and trends in financial operating models and delivery.
Team Management
Serve as a resource, mentor, and coach for accounting, executive, management teams and colleagues on financial and compliance matters.
Optimize finance team strengths, clarify roles, and drive training for peak performance. Model strong internal communications with staff at all levels throughout the organization.

ABOUT THE SUCCESSFUL CANDIDATE
The VP will bring a minimum of 10 years of successful experience in nonprofit accounting and progressive management experience. Specifically, the VP will have:
A proficiency in nonprofit accounting for complex social services organizations with exposure to real estate transactions, Medicaid billing, government, corporate, and foundation grants.
Prior experience accounting for NYC government funding within a nonprofit organization.
Demonstrated leadership ability and team management experience. A strong track record of building and leading collaborative teams is key to being successful in this role.

The Ideal Candidate

The VPAA also serves as the chief academic officer of the University and thus assumes responsibility for Mount Union’s educational mission and academic program.
