SALARY: $54,246.40 Annually

Bachelor's degree in civil engineering, public works engineering, or a closely related engineering field.  A valid State of Florida Driver's License is required and a Motor Vehicle Record that meets the requirements of Alachua County policy # 6-7; Motor Vehicle Records will be reviewed prior to employment.  If in the past 24-month period, the record shows more than 3 moving traffic violations, and/or a conviction/pending charge for driving under the influence, the minimum qualifications are not met for the position.  Requires successful completion of a criminal history background investigation prior to employment. Applicants within six months of meeting the minimum education/experience may be considered for trainee status.

 Position Summary: This is entry level professional work in the review and preparation of plans, designs and specifications for public works projects.

This is an emergency essential classification. Upon declaration of a disaster and/or emergency, all employees in this classification are required to work.

An employee in this classification assists engineers of higher rank in the design and review of various public works projects. Independent judgment is exercised in planning and technical decisions.

Work is performed under the direction of a higher level supervisor and is reviewed through conferences, reports, and observation of results obtained.

 Examples of Duties: ESSENTIAL JOB FUNCTIONS

Exudes  a positive customer service focus.
 Advocates building organizational culture through aligning decisions with core values including:  integrity, honesty, respect, diversity, innovation, accountability and communication.

Analyzes reports, maps, drawings, blueprints, tests, and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to plan and design projects.
Calculates cost and determines feasibility of projects based on analysis of collected data.
 Prepares or directs preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies, and designs for project.

Drives a County vehicle and/or personal vehicle to work sites for planning, analysis, project progress, and to perform inspections of construction sites and advises construction inspectors.

Inspects construction sites to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards.

Directs construction and maintenance activities at project site.

Uses computer assisted engineering and design software and equipment to prepare engineering and design documents.

Assists in the design of highways, intersections, drainage systems and other public works projects in accordance with established specifications and standards.

Develops preliminary layouts of proposed highways and other public works projects with the aid of topographic surveys and aerial photography.

Establishes preliminary vertical grades for projects and computes vertical curves.

Computes project plan quantities.

Performs preliminary cost estimates.

Reviews plans and reports, zoning requests, and board of Adjustment applications. Ensures plans are prepared in compliance with County development codes.

Drafts proposed regulations.

Responds to citizen requests for flood zone information and assistance with drainage problems.

Performs  the duties listed, as well  as those  assigned, with professionalism and  a sense of urgency.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of the principles and practices of civil engineering.

Knowledge of design, construction and operation of public works facilities.

Considerable knowledge of computer drafting techniques.

Skill in the use of engineering instruments and calculators.

Skill in microcomputer applications.

Ability to perform engineering and related mathematical computations.

Ability to read and review plans for public works type projects.
