The American Civil Liberties Union of Minnesota is looking for our first Chief Program Strategy Officer to join our growing team. The Chief Program Strategy Officer will be an experienced professional who is looking for a meaningful opportunity in a successful, vibrant, and fast-growing organization that makes profound improvements in the law and in the lives of individuals. This senior management position will be responsible to work with the Executive Director to develop and implement the entire program strategy of the organization.

Reporting to the Executive Director, the Chief Program Strategy Officer will integrate into a coherent and powerful strategy the organization’s legal, legislative, and community outreach programs, each of which is led by an experienced director who in turn supervises team members. The work includes support for and close collaboration with the Executive Director to establish effective and innovative programs with clear deliverables and an emphasis on integrated advocacy.
The Chief Program Strategy Officer’s responsibilities include leading, mentoring, and managing program staff. The job requires adherence to ACLU-MN’s core values of excellence, professionalism, diversity and inclusion, collaboration, transparency, personal accountability, and innovation.
The position is based in our Minneapolis office, providing access to the best of the Twin Cities—the 14th largest metropolitan area in the U.S., with a population of nearly 4,000,000. Our Chief Program Strategy Officer will:
Lead strategic initiatives
Help the Executive Director maintain the organization’s focus on its strategic plan.
Manage and supervise the directors of the legal, legislative, and community outreach programs, and assure coordination and integration among the three programs.
Report regularly to the Executive Director on the performance of the organization’s programs and recommend improvements in the programs as needed.
Provide leadership and vision
Recruit, develop, and retain qualified program staff.
Foster a culture of excellence and professionalism.
Establish, nurture, and maintain collaboration with allies and stakeholders in diverse communities.
Shape program planning, implementation and evaluation
Strengthen the reach, impact, and effectiveness of ACLU-MN’s programs.
Encourage and nurture stakeholders’ participation in and support of the organization’s programs.
Assist the Executive Director in evaluating the effectiveness of the organization’s programs.
Collaborate with the national ACLU on national and statewide issues and campaigns.
Manage resources, operations and infrastructure
Assist in developing and using budgets and other reporting and benchmarking systems to ensure effective operation of the organization’s programs.
Assess the personnel and financial resources necessary to operate the organization’s programs and develop effective means of obtaining and managing those resources.
Develop and maintain information systems and other critical aspects of infrastructure that support and improve delivery of programs.
Serve as part of the organization’s senior management team
Collaborate with the Director of Communications to develop content highlighting ACLU-MN’s programs.
Collaborate with the Director of Finance and Operations to manage the ACLU-MN’s programs in an efficient and cost-effective manner.
Collaborate with the Director of Philanthropy to organize and manage program activities to maximize opportunities for philanthropic support.
Present regular program updates to the Executive Director including accomplishments, major activities, and emerging issues.
Work with the Executive Director to provide the union and foundation boards of directors with regular, timely, and accurate information.
In consultation with the Executive Director, manage senior program staff and participate in program-staff personnel issues.
Foster a culture that promotes teamwork and professional growth while establishing clear performance standards.

The salary for this position is commensurate with experience within the range of $85,000 - $95,000 per year. We offer excellent benefits, including health insurance, life, and long-term disability insurance; a 401(k) plan with employer contribution; and sick, vacation, and holiday leave.
