WHO WE ARE SEEKING
Montgomery County Government, Department of General Services, seeks a highly skilled and experienced manager to directly supervise senior project managers including professional engineers and architects to implement the County's building/facility infrastructure six-year Capital Improvements Programs.
WHO WE ARE/PROGRAM SUMMARY
The Building Design and Construction program provides for the overall management of the Department's Capital Improvements Program (CIP) for facilities. This program includes the comprehensive, timely, economic, and environmentally efficient planning, design, and construction of buildings for County use, as well as public venues owned by the County. This program also provides comprehensive architectural and engineering services from planning through design. Functional elements include programming, contract administration, planning management, design management, and project management. Each County project includes an array of sustainable features to reduce the impact of the facility on the environment and lifecycle costs. These features are derived from an integrated design process that evaluates each measure, such as energy efficiency, onsite renewables environmental site design, and enhanced monitoring, collectively reducing utility and other costs. The planning and design of facilities follows best practices in project design and construction estimating and the timely delivery of facilities based on project schedules in the County
CIP. ROLES AND RESPONSIBILITIES
An incumbent in this position will be responsible for budget and schedule control of numerous multimillion dollar construction and professional services contracts. The incumbent must be thoroughly familiar with the legal aspects of the architectural/engineering planning, design and construction process. The successful individual in this position must have thorough knowledge of: construction methods and materials; Construction Specifications Institute (CSI); American Association of State Highway & Transportation Officials (AASHTO); American Society for Testing & Materials (ASTM), and International Code Council (ICC); and must have knowledge of the public procurement of professional and construction services. Knowledge of, or the ability to rapidly acquire knowledge of, Montgomery County Procurement Regulations is preferred. The employee must also have excellent oral and written communication skills, including the ability to develop technical specifications.

Experience: Five years of progressively responsible professional experience in the field of engineering or architecture, and capital project management
Education: Graduation from an accredited college or university with a bachelor's degree.
Equivalency: An equivalent combination of education and experience may be substituted.
Medical: Selected candidate will be required to successfully complete a Medical History Review prior to appointment
