Sr. Planner/ Scenic Area Coordinator – Planner 3
ODOT Highway – Region 1

ODOT Region 1, the Portland metro area, is recruiting for a senior planner/scenic area coordinator to coordinate all ODOT activities within the Columbia River Gorge National Scenic Area, including completion of the Historic Columbia River State Trail, addressing congestion and multi-modal needs, staffing the legislatively created Historic Columbia River Highway Advisory Committee, and supporting the Columbia Gorge Express transit service. With an office location in Portland, this position requires regular travel to locations along the National Scenic Area to engage partners and the public in new initiatives and ongoing efforts.

Duties & Responsibilities

An image without descriptionThe person in this position serves as the ODOT long-range planner for Hood River County. This includes working with local governments on planning projects that may affect the regional and state transportation system, either by changing the system itself or by changing planned land uses. This person also represents ODOT's interests in review of local land use decisions. Some of the major responsibilities of the position are:

  • Acting as the ODOT liaison for activities in the national scenic area.
  • Acting as staff to the Historic Columbia River Highway Advisory Committee
  • Engaging in long-rang planning for Hood River County and corridor refinement.
  • Participating in project delivery activities.

Qualifications, Required & Requested Skills

Minimum Qualifications:

A bachelor's degree in urban or regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field. -AND-
Three (3) years of progressively responsible planning experience related to the job.
NOTE: A master's degree in regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field may substitute for one (1) year of experience.


Six (6) years of planning experience related to the job. 
NOTE: Course work in urban or regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field can substitute for up to two years of the progressively responsible experience. A copy of your transcripts must be attached to your application to receive credit.
Special Qualifications:
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).
Preferred Attributes: We may show preference to candidates whose application materials demonstrate the following.

  • Knowledge of issues relating to the Historic Columbia River Highway and State Trail.
  • Expertise in balancing competing interests to come to a supported decision.
  • Expertise in developing solutions to multi-faceted challenges.
  • Successful experience writing grants or funding proposals.
  • Strong project management skills and experience. 

Working Conditions:

  • Some travel including out-of-state.
  • Exposure to emotionally charged individuals.
  • Occasional work outside of normal business hours.
  • Some outdoor work that includes exposure to the elements and heights.
